Bear apartment complex to add 400 units

Rockwood Apartments on Pulaski Highway (U.S. 40) in Bear will add 438 apartments starting in spring next year.

New Castle County on Tuesday gave final approval to development plans calling for 45 apartment buildings and 32 parking garages built beside the existing apartment complex, which is across Pulaski Highway from Wilmington University’s Sports Complex.

Phase one of the development will consist of 43, six-unit, three-story apartment buildings and 20 parking garage or storage buildings. Newport-based developer Gregory Pettinaro plans to begin construction on the first phase of the expansion in spring of 2016 if demand holds in the housing market, said Shawn Tucker, attorney for the developer.

The second phase of the plan calls for two, four-story, 90-unit apartment buildings and 12 parking or storage buildings. The second phase of the expansion will be built after the first depending on market demand, Tucker said. The property was rezoned in the ‘90s to allow the current 11.7 units per-acre, Tucker said.

The two new phases will be built on 37 acres between the existing Rockwood Apartments, which Pettinaro begin building in 2001, and Pulaski Highway. The existing apartment complex has 426 units.

Access to the new apartments will be from Rockwood Road which runs from Pulaski Highway to Church Road. The developer will be responsible for contributing to a future traffic signal at Church and Rockwood roads, completion of a third lane on eastbound Pulaski Highway between Del. 1 and Church Road and a multi-use path with bus stop along the development’s frontage, Tucker said.

“The existing project of Rockwood is very well maintained and caused no problems for the neighboring communities and properties. We have no adverse comments entered by anyone who has come through our office,” said Councilman Bill Bell, who represents the area.

Pettinaro also has another 90-unit, four-story apartment building proposed at the intersection of Church and Rockwood roads pending county approvals.
